The firms which submitted bid documents Tuesday are China State Construction Engineering Corp. Ltd., China Harbour Engineering Co. Ltd., Sinohydro Corp. Ltd., the joint venture of Megawide-GMR Infrastructure (Singapore) Pte. Ltd., DDT Konstract Inc., R-II Builders Inc., and Tokwing Construction Corp.
Following the submission and opening of bid documents submitted by the firms Tuesday, technical proposals of the eligible firms would be opened today.
After the opening of technical proposals, qualified bidders would proceed to the next phase of bidding or the opening and evaluation of the financial documents slated to take place on Dec. 14.
The target is to award the engineering, procurement and construction contract for the project to the winning bidder on Dec. 15.
Groundbreaking for the new terminal building, meanwhile, will be on Dec. 20.
The government expects to complete the P12.55 billion project in 2020.
The project covers construction of a new passenger terminal building which could accommodate eight million passengers per annum.
Once the new passenger terminal building is completed, it would bring Clark airport’s total capacity to 12 million passengers per year from the current four million.
In addition, the project involves construction and installation of all required landside and airside facilities to support the operations of the new terminal.
The government is promoting the Clark International Airport as an alternative to the congested Ninoy Aquino International Airport in Manila.
Bases Conversion and Development Authority (BCDA) president and chief executive officer Vivencio Dizon said earlier, the bidding for the operations and maintenance (O&M) of the Clark Airport would be launched shortly after the tender for the construction of the passenger terminal building.
Joshua Bingcang, chair of the special bids and awards committee and senior vice president for business development and operations at the BCDA, told reporters yesterday, the government is finalizing the terms for the O&M of the Clark Airport.
“We are targeting to start bidding activities before the end of the year,” he said, adding an invitation to firms would be published.
He said the target is to award the contract for the O&M by March next year.
Asked about the unsolicited proposal of the consortium composed of Filinvest Development Corp. (FDC), JG Summit Holdings Inc. and Changi Airports International for the long-term development of the Clark International Airport, he said the government would make a decision on that before the end of the year.
“The government is about to make a decision on that. This is a joint (Department of Transportation and BCDA) project. The DOTr and BCDA will announce the decision whether to accept or reject that proposal,” he said.
FDC and JG Summit announced last month they submitted an unsolicited proposal to the BCDA and the DOTr which would involve the investment of P839 billion for the long-term development of the Clark International Airport.
Under the proposal, the consortium would augment the capacity of the airport, expand facilities including terminals and runways, as well as operate and maintain the existing and new passenger terminals.
The consortium also intends to develop, operate and maintain the commercial assets of the Clark International Airport, which include facilities for general aviation and fixed-base operations, and real estate.
The current offer is different from the P187 billion unsolicited proposal submitted by FDC and JG Summit earlier, as it does not include the construction of the second terminal building.
